I don’t understand why physicalists have such a problem with this when there’s a physical corollary in electrons/photons. They get around the “woo” there via the multiverse, no idea why they can’t apply the same thing to consciousness.

No, he doesn't mean that, because it's silly and pseudo-scientific to confuse the feeling of having it with the actual power. We very much evaluate and predict future choices and take action with varying degrees of freedom. It's a quotient, like intelligence (IQ).
