Unbanning accounts that had been banned for specifically prohibited behaviors was real clear change in the status quo, especially when he indicated he wasn't going to do that.

he specified they'd be unbanning accounts only for things other than hate speech or illegal/abusive behavior
which is not what he told advertisers, and it's also not what he's done in practice, I believe
