does anybody know how this rock formed? by a river, the small rocks are cemented in. did it get formed with the rocks inside it, or did small rocks get cemented on top?

Conglomerate e.g. ancient stream bed with silt matrix binding various sizes and kinds of weathered rocks that washed into the stream. Pressure and time harden silt into concrete-like matrix.

Petrification. Sediments and organic matter made chemical slow reactions and solidifies over time

That's all sedimetary rock that got carried by the river and eventually settled into the mud and stayed.
