Yup. Important part of various hatha yoga texts and practices. The purpose is to divert the flow of amrta (nectar/semen), which flows from the cranium downward. Loss of this amrta was believed to be what causes loss of life, i.e. death.

Weirdly I could do this since I was a kid and I’ve seen one other person do it on some late show as an audience “talent” - didn’t require any cutting of anything or practice.
