i think this is generally true, and i've been assuming new twitter leadership knows this and is anticipating doing some subtle way to communicate it, like a different color of checkmark for actual public figures. but maybe i assume too much

The old bluecheck was vital to how Twitter really, actually worked.
Twitter was the place where you could find celebrities actually talking to each other, in 280 chars so it wasn't all gibberish legalese.
