this is one of the hardest problems ive ever come across and idk the solution besides like, rigorous and intensive admissions process, which comes with its own downsides

Here’s how you do it: you create two groups: an open borders outer group and a more exclusive inner group. Use the outer group as a recruiting pool after observing member contributions and behavior, invite the members you want into the inner group, which is the real one.
