Not sure how your example is intended to map. If the # of good spaghetti places is different, how can we isolate Bob and Alice's respective abilities?

It's more like there are several million restaurants, most of them bad, all of them claiming to be good. Statistically, you will eat at more bad restaurants than good ones. Who is more likely to enjoy eating at a bad restaurant?

It's more like... bob's in a town with only one spagethi place (and it's full), while alice is in one with 10, but she dislikes them all. No one gets any good spagethi, so they both go home and cook their own. The end :P
