Just drop the ambiguous "fairly", fair means different things to different people. Kindness and dignity is enough.
Although it'd be extremely hard to treat All people with kindness... next to impossible really.
"Treat all people with dignity" might work.

dignity is completely ambiguous
e.g. some would insist it's against their dignity to let trans ppl in their restroom, others would insist it's against the trans ppls' to not let them
