yeah I guess fair, like schools don't allow kids to self express with clothing either. but I feel like the reaction to this goes farther than that, like it doesn't feel like ppl are mad just because it's public school

Generally against public kink. Consent is a key factor, and random strangers who simply walk into your scene don't have a meaningful opportunity to consent.
