I actually don't think so, at least not entirely! My guess is people are answering bad/punish more because something something 'increased rates mean we have to clamp down on it harder'

Good point. It might also be more like "belief as attire" as described in the same post. They might not be answering the literal poll question, but voting for the option that resonates the most with "pedophiles are bad".
