All things can be relatively good or bad depending on the underlying mindset from which they emerge.

I think when people are engaging in such kinds of play, the part that they are playing with is most often not the evil offensive part.
They fantasize with experiencing the power dynamics between humans, and not with perpetuating evil and creating actual suffering.
