That looks like plain old Polistes - the paper wasp. Makes flat nests suspended by a central anchor in dry, underhung places.

I think it's a paper wasp, but they're not too aggressive - unless you accidentally step on one barefoot, which I did once. Hot needle in my foot. Ow.
