If you have the means to help and so long as it doesn't endanger yourself you are very much obligated to help. Or at least to call your local emergency number and let them know.

If you know a child is going to die and only an action you take could prevent it is pretty easy. More interesting would be if you knew a child was in *danger* and *might* drown. Would you still travel then?

If you're assuming I'll get to them in time, then I assume I'll be provided an address or geographic coordinates... At this point, my obligation is to pass the obligation to someone who could save the child in 10 minutes

I find moral obligation to be a strange concept. You can always do better, you can always do worse. Why should there be some threshold that changes your actions from unacceptable to acceptable? I think humans just like to draw neat dividing lines, even when there are none.
