Measure BMI and fitness, they negatively and positively correlate with testosterone respectively.

BMI doesn’t take muscle mass into account. Could be 8% body fat and “obese”. Obsolete metric.

Depends on how large the population, and on whether you only care about averages or also about distribution. There are testing kits for around 15 (blood, needs small amount) or 30$ (saliva). I've done it at parties, ppl are surprisingly keen on it.
