Pretty close to explicit, although not quite. But there are other apps which are explicitly for women who are seeking “resources.”

One is prostitution; the other is not. It’s a false dichotomy anyway. I think the small majority have nothing against actual physical prostitution, but any good-faith prosocial app will not willingly foster a trend toward that kind of transactional behavior.
