To this question I'd answer "yes"; to one asking, "even if it would not harm anyone".
Shooting a gun into a crowd is morally wrong, even if - unbeknownst to you - the gun was filled with blanks

Driving drunk and not hitting someone. Gambling your child's college tuition and breaking even. Basically doing anything that could reasonably cause harm, or doing something with direct intent to cause harm, and failing
