luxury housing frees up affordable housing and prevents gentrification

every new unit of luxury housing slightly improves the standard of living for everyone in the metro area with no downsides, how is this not winning by a mile
I would say luxury housing, since increasing ALL housing is a good thing in general, the problem is that there is not enough. If the car companies were only allowed to build 1000 cars a year, they would ALL be luxury by definition
