Is it a thing where really high end prices use "." instead of zeros? Like 3000 is "3."? I feel like i've seen this before but I don't know what it's called or how common it is

Super common in Vietnam where the currency is in the 10,000 for buying even a bottle of water.

I've seen it in South America. They use periods instead of commas for numbers anyway. So 30000 is 30.000 so writing 30. sometimes happens.

Really high end places use scientific notation. “Penthouses starting from 2e7.”
