This guideline doesn't seem applicable to the field I'm working with; the kinds of r values that are exciting change wildly depending on the type of thing you're researching!

For very complicated things with tons of factors that impact a relationship, even low r values are cool. For hard science where you have more predictable results, the standard is higher r values.

Like according to this chart, the correlation between gender and having been sexually assaulted would be "negligible"
That sounds like it might be a good indicator of either how the question is asked or the base dataset.
