Very close! The loads to get the water down are labeled as FEMA loads, exempt from hours of service legislation, and they pay more per mile than your typical load. That’s how drivers are incentivized to take the water down there. Not from how much the scalpers charge.

Isn't it basically just a more sudden version of normal supply and demand shifts? Seems hard to call it inherently bad.

As someone who's pretty well off, I vastly prefer high prices to lines/scrounging around town to find shit. Obviously, my opinion would be different if I had a different station in life, but so would just about everyone elses.
