moral responsibility depends on free will. anytime you get to confront determination with morality, this kind of cognitive dissonance happens. to accept pedophiles are determined is to accept they are not responsible for their acts - and that's usually unacceptable.

Some is opportunistic. A large percent is someone having power over a child and using it for sex.
My feeling is that it’s related to situational sexuality. Similar circumstances (plus either not thinking or not caring about the harm it causes) could lead to child abuse.
