Start outing them. It’s the age of accountability. Maybe can help. Harassing/stalking is never ok and sometimes people need reminding they aren’t shielded behind anonymity anymore

One stalker being **somehow** severely punished in a very public manner might act as a deterrent.
Consequences might be too abstract, but FEAR is well understood.
It’s how the narcos operate in my country, and not always with physical violence.
