They needed to claim some type of religious exemption though, right?

In this context, I don't think "mandate" means "do it or face a punishment," but rather "do it or you can't do X,Y,Z things," with attending public school being probably the most significant.

It's not a criminal offence, but there are some pretty strong carrots and sticks, the main one being that unvaccinated kids aren't allowed enroll in public school (see, for example, the vaccine requirements in CT public schools).

The people who are "anti mandate" believe any restrictions on unvaccinated people to be a "mandate." (Look at the truckers) So the requirement to be vaccinated to attend public school would be considered a mandate.
