In this context, I don't think "mandate" means "do it or face a punishment," but rather "do it or you can't do X,Y,Z things," with attending public school being probably the most significant.
The people who are "anti mandate" believe any restrictions on unvaccinated people to be a "mandate." (Look at the truckers) So the requirement to be vaccinated to attend public school would be considered a mandate.
