I think people making assumptions about others is probably their brain trying to find patterns in other people's behaviours and thinking it can be associated to an other's behaviour.

Agreed but sometimes you don't need to know intent. "The road to hell is paved in good intentions."
i.e. race scientists

Peoples’ “motivations” are usually irrelevant though. You could even argue that a person with good intentions arguing for bad outcomes is much more dangerous than someone with ill intent.
