Why can it not be both? They are anti-Asian because he was attracted to these Asian massage parlor workers to the point of “sex addiction”, pointed to them as sources of his sexual temptation, and then murdered them. I see it as anti-Asian and anti-sex worker.

It seems unlikely it was the case; massage parlors happen to be Asian, but also happen to be easily accessible in a way other sex work establishments aren't; he didnt have good alternatives. Also 1/3 of people he shot weren't Asian, he explicitly stated no racial motive.
