How about both? Ever increasing at the beginning, then starting to fade. Not in a straight line, but with ups and downs. Never going completely away, but getting more manageable over time.

I think the phrasing (the use of the word “outlet”, mostly) may create some bias for “increase”. Although I‘d guess it’ll still get more votes if it was “don’t have an opportunity to manifest” or something.

Voted increase, but also - it highly depends on the specific urge and its mechanism. A lot just naturally fade out over time regardless.

for most things there isn't a tradeoff between doing something and wanting to do it. the idea of an "outlet" doesn't really apply

I think the variable is the personality. A frigid person doesn’t mean sexuality went away. It just inverted.
