I mean I would say the better society is the one in which everyone who wants to have children has them but what do I know

B because the if it’s only 45% producing a lot of children, then they are specialists and will become experts at producing children.

B would unacceptably narrow the gene pool, leading to in increase in genetic illness & disability. Also, being realistic, it's likely that the families in B would be overly religious or somehow otherwise dysfunctional & delinquent. Sorry, but I like my society secular & stable.

Better how?
Population A is 'better' prepared to survive random catastrophe, due to greater standing genetic variation.
Population B is 'better' at whatever qualities are being selected for in a given mate (any n number of generations in the future).
