Given that they were in fact victimized, the probability of reporting it? I’d say white. Given that they were just somebody and at some point report being a victim? I’d say black.

Ill-defined. As a rate of all ____ people, or as a rate of all ____ people who are in fact victims of crimes, or as a rate of all ____ people who are in fact *living* victims of crimes (a murder victim of any description will not report this to the police, for example)

This question seems ambiguous since it's not clear whether or not this is _conditional on being a victim of crime_ (even if it's the same answer, clarification would produce a more meaningful poll result).
