either human B is defined so broadly as to encompass the vast swathe of generic human behavior. otherwise B in the sense of individuals being more greedy/selfish than other is mostly not a major cause of harm.

I wish the question was "People who are Greedy/selfish, REGARDLESS of particular ideology."
I think selfishness is the root of virtually all human-created suffering. So greedy/selfish people who ARE motivated by a particular ideology shouldn't be left out of the equation.

Not really either. People have obligations to individuals, groups and institutions if they want to keep their status, wealth, power, etc.
Often those obligations to people they depend on come at the cost of people they don't
