it makes sense but i think it's more like underwear is made to be more absorbent, cheap and disposable than the clothes they're protecting against our gross bodily schmutz and such its. like socks make our shoes last longer

I would assume it's sweat, pee, skid marks, shed skin cells, all the general detritus that falls off your body. I include an undershirt in the definition of underwear. Basically, you don't need to clean your overclothes nearly as often.

never really gave it much though but i assume it was a resource thing. So underwear used softer and more expensive/time-consuming fabrics so your genitals didn't rub up against rougher fabrics... idk?
