I voted increase. It's reasonable that it would decrease the abuse rate of "confirmed" pedophiles but I think there's a great deal more folks on the fringe who might push things beyond the line.

The results from pornography studies suggest that it would lead to a decrease of the rate of the real thing. I think the same would apply here.
