Yes but only because it is what the ruling class would do. The hoi polloi would most likely resist these kinds of over the top shenanigans unless genetic editing was really really cheap.

Affirmative action exists to correct historical injustices that have led to disparate socioeconomic achievement. That clearly isn’t a factor in this scenario, so affirmative action wouldn’t be appropriate.
