No. If you change a gender ratio, you get weird behaviors; I think if you removed a decent percentage of white men from the mating market, you'd also see very similar behaviors.

a fascinating reference point here is post WWII Russia; a huge portion of the adult men died in the war and women were forced to drastically lower their standards, and engage in extreme intrasexual competition to adjust to these norms. modern Russian culture still reflects this.
