So are "no smoking" policies. Disincentivizing negative externalities is good; the class aspect is secondary and meaningfully bad, but not nearly enough to cancel out the benefit.

Valid, but that doesn't seem to be what's happened here. I could have a pack of Marlboro's in my hand in twenty minutes from almost any point in America, and at least 25% of Americans aren't vaccinated.
