"unarmed" is doing a lot of work here. Lacking knowledge of the rate of planting guns on unarmed people shot by police, this is difficult to answer.

Given that there's apparently no punishment for shooting unarmed people I suspect they have low incentive to plant a weapon.

Tricky question! I know that most people greatly overestimate the number of police shootings, but lightning strikes are pretty rare too. Back-of-the-envelope calculation says about 20 black men get struck by lightning in the US every year, with 2 dying as a result.

Calculation: - Google says there are about 40 lightning deaths per year in the US - Only 10% of lightning strikes are fatal, so 400 total - Black men are about 5% of the population (not sure how many are unarmed) - 400*5% = 20 black men struck by lightning annually
