The tingle isn't the same thing as the sweaty itch you get when running/just exercise; it's fully non-itchy, it feels sorta like the sensation when your mouth suddenly salivates, and for me it's clear and historically 100% corresponds to sweating.

I had a similar experience when I used to use prescription-strength Aluminum Chloride. The tingling would happen even though it effectively prevented sweating. If anything, my hands tingled more. That and the other weird sensations were enough to make me quit using it.
