In the US black population, black men were jailed at really high rates, leaving an excess of black women on the mating market. This left women in a really bad position; they had to lower their standards, cause their (non-jailed) men now had more options.
Same in New York; there's an excess of women there, and as far as I could tell was a 'lower commitment' culture. When there's an excess of men, there's high commitment, low sex; when there's an excess of women, there's low commitment, high sex
