But are they doing anything the sun doesn't do (besides not damage with UV)? Would I get the same benefits by laying outside on a sunny day with sunscreen?

I always find found my skin looked better when I was spending time outside in the sun (with sunscreen) , but lots of confounding factors

no they are not necessarily the same, its different wavelengths that dictate what it will do to your body

Natural light is far superior. Entrainment is best activated by sunlight. This could explain why people are generally happier and more pleasant on sunny days.
