Who's saying it and what do they mean? I said something similar in college when I realised I had more in common with the (American) black students than my (Russian) TA, despite the fact that we were both "white".

Statistics. Men are taller than women, but the tallest women are taller than 99.999% of men. True for every axis of distinction between groups. A Black American is likely to have many more genes in common with a Scot than a Ghanian.
