It's an example of victimhood culture: the more easily you feel targeted, the more you think a 3rd party should do something about it. In a dignity-based, people feel targeted a lot less, and are likelier to want to solve disagreements themselves.

IT's very confusingly designed and more confusingly explained. Apparently ALL the responses are from people who have experienced online bullying, but those who experienced it RECENTLY are more likely to believe strict measures will make a difference.
