POC are disproportionately impacted by poverty, which makes it harder for them in many areas of life. But shouldn't our reaction to this be helping the poor, most of which will be POC, instead of helping POC, of which a minority will be poor?

It’s not even necessary to believe or not believe that racism is everywhere, all the time (it’s not). But if you do, where to go from there? You can still implement policies that affect people who are poor. Leonce’s position is a circular game though. I

The game is that there is always a racist system and it is the job of the anti-racist to find it, and examples of anything bad are proof of the system, and proof that we need Critical Theorists to tell us about the system.

BTW - the people saying that racism was over are the same ones who claimed to be shocked by confederate flag waving white supremacists attacking the US capital - and fail to see it as a sign that racism ain't over.
