I hated having to give the middle answer: my reasoning is that it is legitimate to try to "rescue" a group facing a specific peril, for example the Yazidis under ISIS, or the Uighurs under the Chinese communist regime.

Intuitively I would say 'no', but thinking for a few minutes, there are examples that make sense. Such as a charity that helps refugees fleeing a specific genocide of their people.

Do charities have to help everyone equally?
If a charity is building schools in Burkina Faso would this be illegal because they dont also build schools in Switzerland?
