"supreme dictator" is a spook any dictator can be removed (e.g., by force!), so they will naturally devote their effort toward placating people they think might be capable of couping them this is why dictatorships are usually worse places to live than democracies

this sounds like a copout answer, but it's not supposed to be. even superficially "supreme" dictatorships are not truly "supreme"
