She's been impersonating my sister for years and has accounts with thousands of followers. Does anybody have advice? Or know someone at fb/tiktok/instagram who can help?

Is there irl issues from this? If that's the case, it might be easier to go to the cops than try to work around the social media sites.

So far the main issue is that my sister hasn't been able to have a Facebook account with her name or any photos of her on it, but no further impact yet

Maybe if you can contact Facebook, you and your family can show photos of you with her to prove who you are, and that the other is the imposter. Or if she's comfortable she can offer to show her ID.
