Voted highly likely because it's already happening. COVID deaths count as they are the result of aggressive partisan political policies overriding normal functioning government.

For all intents and purposes we could say all of 2020 was a civil war. Just not classified as a war in the traditional sense. Everything was polarized: police, masks, news, science, politics, health, economy, my brain, etc etc

500 deaths seems like an incredibly low bar, considering that >25 people were killed in the protests last summer.
