In theory, could Trump pass an executive order saying that when vaccine doses are within 1 day of the expiration date, they could be sold or given to anyone who was there to take them?
Could a governor do that?
Does anyone know what the laws are here?

🤷♀️ the current situation seems pretty bad though.
Does just allowing them to give them away for free or the cost of administering them resolve the potential problem?
