In theory, could Trump pass an executive order saying that when vaccine doses are within 1 day of the expiration date, they could be sold or given to anyone who was there to take them? Could a governor do that? Does anyone know what the laws are here?

Does just allowing them to give them away for free or the cost of administering them resolve the potential problem? -
Is it up to Trump or the states? I agree with Aella that selling them at expiration sets up the wrong incentives, but having Newsom ask facilities to draw up waiting lists, first come first served seems wise I'm for pharmacies flagging pedestrians and cars down if need be
