Like, someone could buy a plot of land, build a bunch of tent-sized pods and rent these to live in for a tiny fraction of the price of normal housing. But despite this being an upgrade from homelessness, ppl would see it and go "wow that's inhumane, we can't allow this"

I agree with your general point about the nonsense if the world in between being illegal. But sincere question: Do you live by one of these parks?

This is a good question. Ideally homeless people would have the activist spirit to occupy parks within flinging distance of the homes or workplaces of policy makers. Unfortunately they're much more concerned with trying to survive wherever they're at.
