For others, they go "wow this sucks, I'm gonna use this to hurt others if I decide they deserve it"

If you think people fall into two categories, then it's probably true 50% of the time. There is probably 25% of the population that respond consciously to the 1st group and respond unconsciously to the 2nd group.
