Isn't western europe also going through a similar thing to the US?

Generally my theory is that survival pressure at all makes people prefer trad gender roles (often indirectly through other cultural norms shifting around), so to see this lift you'd need peace and prosperity for enough time that culture starts to relax.

So I think *culture* is the thing that determines identity permission, and culture is pretty broad and can change based on a population becoming wealthier over time - which the US very much is. We're quite wealthy in comparison to all of the world history.
