I have a poor grasp on the details around this shift, but likely due to society responding to increasing crime rates (which were in turn... due to lead or something?). Stuff like anti-drug laws, the Broken Windows policy and (ironically) the Biden Crime Law likely contributed.
Yeah, I think this is very largely responsible, whether directly or indirectly, for the poverty rates of black people.

And natives. But I think that it also has had an effect, either directly or indirectly, on the perception of black and indigenous people by the white population. Which, then, effects how those people are treated by our systems (in particular, the justice system)

I mean, putting aside the trials and tribulations of Black people, indigenous children were separated from their families and put in /literal/ re-education camps. This lead to the education systems which are normalized today. Which is to say,
